A storm surge warning was issued for a large swath of Louisiana'south coastline, stretching from Holly Beach e to Morgan City. Parts of Louisiana and Texas were under flash alluvion warnings through Wed morn, affecting areas where hundreds of thousands of people live, and flash alluvion watches extend northeast through Alabama, Arkansas, Tennessee and Kentucky.

More than 32,000 people are in shelters, Texas Gov. Greg Abbott said at a news briefing. He said that a federal disaster was alleged in 14 additional counties, bringing the total to 33 in the state.
